1.Since Mrs. Pumphrey's over pampering to her dog, Tricky could endanger its life, I would have done the following things:

As a member of her staff: I would have pleaded and advised Mrs. Pumphrey not to spoil the dog's health with over eating. I would have taken the dog to long walks and made it do jumping, running, etc.  

As a neighbor: If I were her neighbor, I would have advised Mrs. Pumphrey during our gossip time that she could lose her pet if she did not stop pampering it; this could make her sensible.

I hope either as a staff member at her house or as a neighbor i would try to help her keep her dog healthy.

2.If I were in the narrator's place I would have done the same as the narrator had done to cure tricky since Mr pumphrey was very ignorant and was not releasing the seriousness of  matter only his step was a left to take tricky out of the house.one must be very tactful and full of common sense while handling such a situation.  The narrator knew that tricki needed nothing else except plenty of exercise.
