The will of Lok Sabha prevails in a Joint Session of the Parliament because of the total strength.

The deadlock situation of a bill is created when Rajya Sabha does not act on a bill for 6 months. To avoid this dead lock situation Joint Session of the two houses (Lok Sabha and Rajya Sabha) is convened by the President.

In this joint session voting take place by the 2 houses. If the Bill is passed in Simple majority then the bill is sent to the Honourable President for signature.

Generally the will of the Lok Sabha prevail in a joint session. This is happening because of the Strength.

The strength of Lok Sabha is 545 and Rajya Sabha is 245. As the strength of Lok Sabha is more compared to Rajya Sabha the decision of Lok Sabha members prevails.
