-3\sqrt{x^{-3} }

= -3x^{\frac{-3}{2} }

Thus it is not a polynomial as the power of variable x is -ve and an integer.

(what is a polynomial?--- a polynomial is an expression consisting of variables and coefficients, that involves only the operations of addition, subtraction, multiplication, and non-negative integer exponents of variables.)
