According to Archimedes principle. A body floats if the density of the body is less than the density of the fluid.
if the density of body is greater than that of fluid, it will sink.
So, in the above case,
CASE 1: It is partially submerged - density of liquid is greater than body.
CASE 2: It is fully Submerged - density of liquid is less than the body.
So, from above we can conclude that First liquid has a higher density than than the second liquid.
