Yes, we are supposed to use four "+"s. But, " _ " indicates a blank which you need to fill with the above mentioned numbers. It isn't any kind of mathematical symbol as you think.
this is not a regular mathematics question. it is a trick question and is up to your imagination to solve it.

no they that can't be done as the boxes are odd in number and the number you've are also odd so odd times odd will be odd this just be done by using factorial like 3! Which is an even number as 1*2*3=6
it can be done by 3!+3!+3!+3!+3!
