Smart question
I think that's not the right answer . As 4 numbers a used and not that easy to answer this question. This question was asked in upscale exam . The answer is 11+13+3! , where 3! Means three's factorial . This means 3X2X1=6. That is 11+13+6=30 ,

15+11+{5-1}=30 as 5-1=4 so we can take 4 in exchange with 5-1and if we add 15+11+4we get 30
