Knowledge of exceptionally large floods is essential to

the solution of many problems in water management and

also to assess the susceptibility to flooding of any

structure to be constructed in the vicinity of a water

course. The choice of a design flood value is generally

difficult and delicate. It necessitates (a) the use of the

appropriate hydrological method of estimation fif possi-

ble several methods and the comparison of results); and

(b) good knowledge of the condition of operation of the

structure to be studied, in order to choose correctly

the risk - which is closely related to frequency - for

those cases where it is possible to speak about frequen-

cies. The first step of this study requires that the

estimation of discharges of the past floods be properly

made, that this information be stored safely and that a

minimum of diffusion of this information be insured.

During the preparation of the present publication, it

was found that in some countries some outstanding

interesting floods observed 30 years ago were practi-

cally forgotten in these countries and entirely ignored

in neighbouring countries.

The purpose of such a world catalogue as this is

twofold : to insure in each country the assessment and

the safekeeping of data on large floods for at least the

main stations and to permit a world review as exhaus-

tive as possible of the largest floods for the different

hydrological regimes for adequate and useful compa-

risons. This necessitates also a description of the main

parameters of the basin.

In 1976, in the framework of the International Hydro-

logical Programme, UNESCO published the World

Catalogue of very large floods; thirty five countries

answered the UNESCO Questionnaire. This publication is

very useful to all hydrologists, but its major objective

was not specifically the collection of maximum floods;

furthermore, the limited time available for the prepa-

ration of this catalogue was such that a relatively small

number of countries were represented.
