Step 1 : Draw a circle of radius 4 cm using compass taking length = 4cm and center O

Step 2 : take any point P  . 9 cm away from O

Step 3 : Join OP

Step 4 : Draw perpendicular bisector of OP and let say it bisect at M

Step 5 : taking length = OM = PM & taking M as center , cut the Circle at point A & B

Step 6 : Join PA & PB

PA & PB are the required Tangent

Draw perpendicular bisector of OP. Let is bisect at point M

With M as center and radius OM or MP draw another circle.

Mark the points of intersection of both the circles as A and B.

Join points P, A; point P, B
