The tangents can be constructed in the following manner:

Draw a circle of radius 4\ cm4 cm and with center as OO .

Take a point AA on the circumference of the circle and join OAOA . Draw a perpendicular to OAOA at point AA .

Draw a radius OBOB , making an angle of (180-70)=110\ degree(180−70)=110 degree with OAOA .

Draw a perpendicular to OBOB at point BB . Let both the perpendiculars intersect at point PP . PAPA and PBPB are the required tangents at an angle of 70\ degree70 degree .

Now, The required tangents are PA\ and\ PBPA and PB as shown in the figure.
