Correction :

He returned the purse though he could have kept it very easily.

Rule :

Whenever there is probability, possibility or ability to doing something in past. But it didn't happen and it's all hypothetical, then we use Could have + Past participle.

Few examples —

1. I could have stayed up late, but I decided to go to bed early.

2. Julie could have bought the book, but she borrowed it from the library instead.

In the same way could have + V3 was missing in the above sentence in part (b), that's why error was in that part only.
