(a+b)^3=a^3+3a^2b+3ab^2+b^3. or a^3+b^3+3ab(a+b).

Here,

a=3m and b=1

So,
(3m+1)^3=(3m) ^3+3(3m)^2(1)+3(3m)(1)^2+(1)^3
=9m^3+9m^2+9m+1
