Solution

 \frac{3x + 1}{2x - 1}  =  \frac{2}{3}

now, by cross multiplication we have

3(3x + 1) = 2(2x - 1)

9x + 3 = 4x - 2

9x - 4x =  - 2  - 3

5x =  - 5

x =  \frac{ - 5}{5}

x =  - 1

So, the value of x is -1.
