-3x = 15
=> by transposing
since , 3 on LHS is with multiplication sign , as it goes to RHS it obtains a division sign

=> -3x = 15
=> -x = 15/3 = 5
=> -x = 5

we want value of x not of -x , so negative sign will be transferred RHS

=> x= -5

hope this helps
