3x+7y=14
=>7y=14-3x
=>y=2-3x/7

now if 3x+7y-14=0 line passes through (3,-2) then the left hand side of the equation has to be 0.
3x+7y-14=3×3+7(-2)-14[on point (3,-2)]
=9-14-14 =-19 <0
so (3,-2) is not a point of 3x+7y=14
