Using substitution method

3x -y = -7

= 3x +7 = y

I have written the value of y in terms of 3x +7

now let's put value of y in equation 2

5x -2y = 0

5x = 2y

5x = 2(3x+7)

5x = 6x +14

5x -6x = 14

-x = 14

x = -14

let's put x value in equation 1 to obtain value of y

3x+ 7 = y

3(-14) +7 = y

7-42 = y

-35 = y

value of x and y respectively are -14 and -35.
