First I would make sure they could read a newspaper outloud to an audience and give a synopsis of the article. Like what was happening and what the impact was. In other words they have to learn to communicate to others in a way that is understood.
Second I would make sure that they could do mathematics. Like addition, subtraction, multiplication, division, fractions, percentages, some geometry as it relates to building things. How to check for square, what is plumb and measuring tool.If they can do that they can balance a checkbook, do simple analysis, make sure that other people are not taking advantage of them or trying to cheat them or their employer.
If I could add a third thing to learn it would be how to be a moral person, one who has values consistent with the society he/she lives in. How to resolve conflicts without resorting to violence everytime there is a disagreement. How to compromise without losing dignity.
Those are the bare minimum skills I would look for in a new hire as a HS dropout. Everybody has to start somewhere, if you learn something new everyday, and can prove you have those skills to others , then Diploma's are superfluous.
