3y +  \frac{4}{2}  - 6y =  -  \frac{2}{5}

 =  >  - 3y  =  -  \frac{2}{5}  -  \frac{4}{2}

 =  >  - 3y =   \frac{ - 4 - 20}{10}

 =  >  - 3y =   - \frac{24}{10}

 =  > y =  \frac{24}{10 \times 3}

 =  > y =  \frac{8}{10}

  =  > \boxed{ y =  \frac{4}{5}}
