4 -  \frac{2}{3} x = 9 \\  =  >  -  \frac{2}{3} x = 9 - 4 \\  =  >  -  \frac{2}{3} x = 5 \\  =  > x = 5 \times (-   \frac{3}{2} ) \\  =  > x =  \frac{ - 15}{2}
