Answer:

1339 = 31 - 39 = -8 (difference of reverse of 1st two digits and last two digits is -eight), 1 - 9 = - 8 (difference of 1st digit and last digit is -eight).

2665 = 62 - 65 = -3 (difference of reverse of 1st two digits and last two digits is -three), 2 - 5 = -3 (difference of 1st digit and last digit is -three).

3991 = 93 - 91 = 2, (difference of reverse of 1st two digits and last two digits is two), 3 - 1 = 2 (difference of 1st digit and last digit is two).

4223 = 24 - 23 =1, (difference of reverse of 1st two digits and last two digits is one), 4 - 3 = 1 (difference of 1st digit and last digit is one)

Might be the question is wrong. All numbers are satisfying the above rule.

Answer:

728

Explanation:

Given Numbers are  4,31,130,728,1339

In this sequence sum of the digit is multiple of 4.

Except 728.

Step by Step:

                                                         4

31  sum of the digit of 31 is (3+1) ---->4

130  sum of the digit of 130 is (1+3+0) ----> 4

349  sum of the digit of 349 is ( 3+4+9) ----> 16

1339  sum of the digit of 1339 is (1+3+3+9) ----> 16

These all are 4 multiples...

But, 728 sum of the digit of 7+2+8 -----> 17  is not 4 multiple

So, Answer is 728
