Angle of incidence is angle between the light ray and a normal to the surface. When the angle of incidence is 0, the ray strikes the surface square on and is reflected straight back if the object is a mirror. It penetrates without the ray bending, or refracting, if the object is glass, water, etc.
Hence, a light ray does not bend at the boundary in passing from one medium to the other medium if the angle of incidence is 0.
