Draw a line segment of length 4.5 cm normally using a scale.

Draw an arc on the top of the line taking it's initial point as the centre but the radius should be more than half of the line (4.5/2cm) .

Now from the final point as the centre repeat the step

Now from the initial point as the centre again repeat the step on the bottom of the line

Now from the final point as the centre again repeat the step

Now draw a line segment taking it's initial point at the intersection of the first and second arc and the final point at that of the third and fourth arc

The point of intersection of this line segment and the previous one is the required mid point.
