a) The speaker here is Vera, Mrs. Sappleton's niece.

b) The speaker, Vera, is talking to her aunt, Mrs. Sappleton, about their guest Mr. Framton Nuttel.

c) Vera says so to explain to her aunt the reason behind Mr. Nuttel's strange behaviour. However, her aunt doesn't know that Vera had completely made up the story about Mr. Nuttel's bad experience with dogs at the cemetery.

d) This incident tells us that the speaker Vera is smart and a quick- thinker. She is also imaginative and can quickly cook up stories. Other than that, Vera is very confident and does not shy away from making strong statements without any hesitation. Further, she knows that she can easily get away with it.
