the height of the water in case of first floor would be greater than the ground floor. Gravity acts on the water pulling it towards earth so water at below has more gravity that water at top. The water on the top also exerts its weight on the water below in increasing the pressure on the water below it. Thus the pressure below would be greater than the pressure above.
You can also take example that the water in bottle at top will exert pressure lesser that the bottom. This can be seen when you hole the wall of bottle then water get out of bottle with different pressure accordingly with height.
