Reason :- The given sentence was already in present continuous form which can be seen by the word "toiling" used in it. One form of verb is only used throughout a single sentence. We cannot add different form of verbs in one sentence. Therefore, the options which got matched by the continuous form of the verb were used.

(2) Right leadership is a tough job.

Reason :- We use simple present tense when we have to state facts.
