the seeds in the first test would germinate because they have oxygen for respiration as well as water needed and to demonstrate photosynthesis and respiration in germinating seeds and The Fourth scenario is the one in which the germination would be uncertain because the so seeds are over dry iron plate which may or may not help them to grow
