The xylem vessels are present in the stele.

Water molecules are absorbed by the epidermal root hairs by osmosis. From here, they move to root cortex and then to endodermis. Immediately after endodermis, they reach the pericycle and finally enter xylem vessels.

So we can see four layers have to be crossed.
