Answer:

Allele for short hair is dominant to that for long hair. In the cross, two short haired guinea pigs were taken and progeny included some long haired guinea pigs. In the F1 generation, some recessive character has been expressed. It's only possible, when, the two short haired guinea pigs were heterozygous. See the cross in the attached figure.
