Yes, I do think that there is a communication breakdown in this situation because the participant is not following the basic rule of active listening and mutual respect in communication. Communication is always a two-way process, where the speaker speaks and the listener listens attentively.

Livy is sharing her views and opinions without first asking for permission, she is not taking into consideration the perspectives and feelings of the listener. Livy is trying to impose her thoughts and opinions on the listener.  

Hence we can conclude that there is a communication breakdown due to behaviour of Livy. Such behaviour should be avoided during communication because it may create an unproductive and hostile environment, which can ultimately lead to a breakdown in communication.
