For parallel combination of resistances,suppose the resultant resistance=R
then 1/R=1/16+1/16+1/16+1/16 (Since for parallel combination 1/R=1/R1+1/R2+....)
1/R=4/16
R=4 Ohm
Now four such combinations are connected in series,
So for series combination the resultant resistance R'=4+4+4+4=16 Ohm (Since for series combination R=R1+R2+...)
