To fit in the frame the picture can not be more than \dfrac{73}{10}\ cm

Trimmed picture is given by

\dfrac{38}{5}-\dfrac{73}{10}\\\\\\=\dfrac{76-73}{10}\\\\\\=\dfrac{3}{10}\ cm

Hence, the picture should be trimmed by \dfrac{3}{10}\ cm
