Explanation:

Between 1500 BCE and 500 BCE the Janapadas developed.. Jana is a tribe headed by a king. The samity is an assembly of Janas. the Janas were basically pastoral nomads who got associated with some territories or clans or Kulas . The  necessity of defense and warfare encouraged the Janas to form millitary groups.These groups defeated one after another clans and transformed into a political units called Janapadas.
