The term 'all the people are equal before the law" means that whether a person is poor or rich, both are equal in the eye of law. Everyone have the equal right to access to the Govt. made property. No one should be bribed to gain more profit in order to win the judgement.

Its important in democracy because the principles of democracy say that "Everyone is given the equal right to vote, to access the Govt. made property, to follow the limitations made, and everyone is allowed to enjoy equal fundamental rights.
