India, as a country has a quasi-federal structure. Matters relating to governance are decided both by the states and the center.
All the possible matters add up to be 212 in number.
These 212 matters are divided into three lists-
The Union List consisting of 99 items.
The State List consists of 61 items.
The Concurrent List of 52 items.
Laws regarding the matters in the Union List such as foreign affairs, the army, national stock exchange are decided by the Parliament of India. And Indian Parliament is bicameral. It means that the Parliament consists of two houses- The Lok Sabha and The Rajya Sabha.
The Lok Sabha consists of Members of Parliament (MPs) and they make laws on the matters of the Union List.
The Vidhan Sabha, on the other hand decides laws on the State List which consists of matters like policing, elementary education etc. The Vidhan Sabha members are calle Members of Legislative Assembly (MLAs).
The MPs are elected through Lok Sabha election where the MLAs are elected through Vidhan Sabha election.
Generally the Lok Sabha is considered much more powerful in the matters of governing. The Vidhan Sabhas of the states' rule reach only up to the state borders.
