Consider 2 flowering plants

plant A - this plant will be emasculated and bagged

plant B- pollen of this plant will be artificially pollinated on plant A

In the processs of artificial pollination pollen grains of plant B with better male characteristics is pollinated(dusted) on the plant A which is emascuated.

So, the main purpose of bagging the stamen of plant A is to prevent the natural pollination (autogamy) of the pollens of plant A on its own stigma and only the desired pollens (of plant B) will go for fertilisation giving us the desired results.
