It is so because while cutting we just cut vegetables into pieces and though it's physical shape and size change its chemical composition remains the same but while cooking of food we add masalas,water and many other things which change both the physical state and chemical composition so it is a chemical change

When we are cutting a vegetable we are only making its size small , not changing its chemical composition,and cut pieces of vegetable is vegetable form only.That's why cutting of vegetable is a physical change.

Cooking of food is a chemical change because after cooking, the raw ingredients or the vegetables cannot be regained again.
