so student passed in mathematics only = 40%- 10%

                                                                     = 30%

and student passed in the English only = 30%-10%

                                                                     = 20%

so total passed student = 30%+20%+10%

                                          = 60%

so student who failed in both subjects = 100%-  60%

                                                                   = 40%

so total 40% student failed in both subjects.
