Under the technique of rolling plans, there were three plans.

  • The Congress Party was soundly defeated in the 1977 general elections, and it came to power with the Janata Party.  
  • The elected government terminated the fifth economic plan in March 1978 and launched the Rolling Plan in April. The Rolling Plan was made up of three forms of proposed proposals but it inexplicably failed.
  • The first plan consisted of the annual budget for the current year, and the second represents a plan for specified years between 3 - 5 years. The third political strategy was a long-term outlook strategy for 10 - 20 years.
  • In 1980, Congress came to power in the Lok Sabha elections. The elected government of Congress merely closed the Rolling Plan system and typically began preparing again, as before.
