It's 42.9

If you have to round to the n th decimal place you only have to look the very next number to it [(n+ 1) th decimal place]. If it is greater than or equal 5, we add 1 to the nth number and discard other places. If it is less than 5 leave the nth place as it is and discard other places.

For an example,

If you need to know the above number to 2 nd decimal place you have to look at 3 rd decimal place which is equal to 5, so you need to add 1 to the 2 nd decimal point which gives the answer 42.94

Lets solve a harder one. Suppose you want 42.983 to one decimal point. First you look at 2 nd decimal point which is 8 which is also greater than 5, so you add 1 to the 1 st decimal point. Notice it will be 10 so you leave 0 and carry 1 Which gives us the answer 42.0 ( Notice the zero. It matters because the question asks the number to one decimal point)
