let the last year population be x

then,

x+10%of x = 38500

=> x + 10/100 × x = 38500

=> x + x/10 = 38500. ( 0 and 0 canceled)

=> 11x/10 = 38500. ( took out the lcm to add x and x/10 )

=> x = 38500 × 10 / 11

=> x = 35000

Ans : therefore the last year's population was 35000 .
