Using Bernoulli theorem:

Put the value into the formula.

π x (2 x 10^-2)^2 /4 x v1 = π x (  4 x 10^-2)^2 / 4 x v2

v1 / v2 = 4 /1

v1 = 4v2

Thus the velocity of water  flowing in pipe P is 4 times that of Q.
