To make it divisible by 8 .y should be 2(check divisibility rule of 8 in explanation)

now if y is 2 sum of all digits should divisible by 9.

sum is 45+X which should be divisible by 9 so, X can be 0 or 9.

we have to find maximum value so maximum value of X is 9

THEREFORE, (2x+5y) =(2×9+5×2) = (18+10) = 28
