According to the question,

 =  > 5 {a}^{2}  + 6a - 8 \\  =  > 5 {a}^{2}  + 10a - 4a - 8 \\  =  > 5a(a + 2) - 4(a + 2) \\  =  > (5a - 4)(a + 2)

Putting a= (3x+1), we get.....

 =  > (5(3x + 1) - 4)(3x + 1 + 2) \\  =  > (15x + 5 - 4)(3x + 3) \\  =  > 3(x + 1)(15x + 1).
