so,

in 40minute, water will flow=25/60*40

=50/3km

therefore,

volume of water in the canal=volume of irregetion area

thus

volume of canal=l*b*h

=5.4*1.8*50000/3m³

hence:-

the required area for standing water if 10cm

=5.4*1.8*50000/3*10/100

=5.4*0.6*500*10

=16200m²
