a) to escape into infinite space earth's atmosphere has need to posses minimum amount of energy and the escape velocity . The escape velocity is depend upon mass and radius as V(escape) = √GM/R . so the particles of atmosphere has low velocity then escape velocity of earth (11.2 km/s) . 

b) while in case of moon  value of M and r decreases and the value of escape velocity decreases the velocity of gases , other particles of moon is more than it s escape velocity so it has no atmosphere .
