In this expression,
l is the distance from the point of suspension to the centre of mass of the bob(Here vessel containing water)
As the water flows out, the centre of mass will shift downwards hence increasing l.
As l increases, from the expression it is evident that T also increases. After some time, as whole water flows out, then the centre of mass will again shift back upwards till its initial value, thereby decreasing l and retaining its original value.
So the answer is T will first increase then decrease.
