BOTH A AND R ARE TRUE AND R IS THE CORRECT EXPLANATION OF THE ASSERTIA

PotentialEnergy=0.5kx

When bow is stretched x is -ve. Work will be done by bow to restore itself to the original shape. Hence, this Potential Energy is the work done against its restoring force.
