3 {x}^{2}  - 22x - 16 = 0 \\   = 3 {x}^{2}  - 24x + 2x - 16 = 0 \\  = 3x(x - 8) + 2(x - 8) = 0 \\  = (x - 8)(3x + 2) = 0 \\  \\ x = 8 \:  \:  \: and \:  \:  \:  \frac{ - 2}{3}

Therefore 3rd option is correct.
