BASE ---
1) Base is any substance that can neutralize an acid and doesn't dissolve in water.
2) Bases do not give OH- ions in water.
3) All bases are not alkalis.

ALKALI ---
1)Alkali is special case of base that neutralizes acid and can dissolve in water.
2) Alkali give OH- ions in water.
3) All alkalis are bases

Answer- 1. All bases are alkaline but all alkaline are not bases. 
2. Most of the bases don't dissolve in water while alkaline do.
3. When alkaline are in water, they release hydrogen ions but when bases are, they form salts.
