The Permanent Settlement of Bengal was brought into effect by the East India Company headed by the Governor-General Lord Cornwallis in 1793. Permanent settlement give rise to new social groups the landlords call zamindars who become politically in client towards British. They have the power to influence the states revenue system the landlords where recognise as the owner of the land and where given hereditary to the land of zamindari since they were given rights to collect taxes and written small amounts of them self and also joint in the operation of farmers they become powerful and which class of people.
