Answer: A potential resource can be an actual resource when we come to know about the main use of the resource .Taking the example of wind earlier it was a potential resource people had no idea of using it as a resource but today wind is one of the most important aspect of nature to use it as a resource (wind mills) .Another example could be uranium ,it is vastly located in Kashmir but people till now have no idea about its use ,it is today a potential resource ,but when people in future will know how to use it ,it will soon become an actual resource.
